Lee Ann Mangin

Lee Ann is a lead for IBI Group’s smart city practice across the US. She brings 20 years of design and engineering experience in the Intelligence practice, leading Intelligent Transportation Systems, operations center projects and multi-disciplinary teams in the design and implementation of mobility solutions. Lee Ann has a long history helping cities, transit agencies, and traffic agencies with implementing and integrating technologies into their day-to-day operations.

Larry Baldwin

Larry has over 20 years of extensive software and systems engineering experience in effectively managing and designing web, mobile, voice, and multi-modal user interface services. Larry has a long career of project and program management as well as web and speech recognition application design and delivery. Larry is a leader for IBI Group’s ATIS practice, having managed multiple 511 deployments as well as having been a creator of the IBI Group 511 IVR platform.

His responsibilities include the oversight of Operations and Maintenance and client management for a substantial number of IBI Group’s 12 Traveler Information deployments. Larry is a visionary in interaction design and is the inventor or co-inventor on multiple user experience design patents. He has been designing and deploying mobile, telematics, web, and in-home speech, touchscreen, and web-browser applications since 1999, always exploring the boundaries and experiences of the Human Computer Interaction. He brings a wealth of deployment and O&M experience as well as strong user experience design understanding.

Larry has managed deployments and operations for the following entities:

  • Los Angeles 511 (five county region),
  • San Francisco Bay Area 511,
  • Florida 511,
  • Alaska 511,
  • MASS 511,
  • New York 511,
  • Arizona 511,
  • and Alberta 511.

These deployments include such complex user interactions as real-time traffic, transit, and weather information. His experience includes designing, deploying, and managing large customer-facing systems for companies such as Expedia.com, Western Wireless and Arch/Page-net which handle multiple millions of customer interactions each year. He is also the Phoenix, AZ Office Lead.

Jonathan Steel

Jonathan Steel is a Director, Learning+ Lead on Buildings and our Portland Office Lead. Jonathan is an educational architect with over 15 years of experience in the design and construction of major K-12 and higher education facilities. He has worked with our global education team for over ten years. Jonathan has designed buildings for some of the most prestigious educational institutions globally, including three projects for Oxford University. He brings strong experience in business and personnel management to our Portland team, having built successful practices on both sides of the Atlantic during his career. He has previously acted as President of the Alberta Chapter of A4LE and has presented at conferences for the past several years.

Jonathan Levy

Jonathan Levy has 40 years of experience in engineering and public works and known for his ability to produce results working with complex public agencies including the, the City of Los Angeles, Caltrans, CPUC and the City of San Diego.

Jonathan is registered both as a Civil and Traffic Engineer in the State of California, and as a Professional Engineer in the State of New York. His various responsibilities over the years included multi-modal transportation planning, traffic engineering, construction management, and public works maintenance.

Jennifer Moore

Jennifer Moore brings 17 years of design and project management experience and maintains a professional interest in understanding how people experience the landscape around them. She has also developed an expertise in designing for children, elderly and people with special needs, which is applied to the accessible design of public and private spaces. Jennifer leads a landscape architecture team and coordinates the design and construction of a diverse array of projects including: urban and community design, public parks, ecological restoration projects, transportation facilities, commercial development and school and healthcare facilities.

Jim Fitzpatrick

Jim Fitzpatrick has been promoted to serve as Principal of our Portland office. Jim has over 22 years of architectural experience with 16 years of K-12 architectural experience in the Portland office. Jim’s role has been to manage clients, in-house staff, and consultants over the course of multiple education projects of all sizes and complexity. He has an exemplary customer service philosophy of making sure clients get what they need. His attention to detail, thorough planning and communication, and the willingness to go above and beyond ensures projects run smoothly.

Don Murphy has over 28 years of experience in the transportation operations/planning and ITS fields. Over the past several years, he has specialized in project management and subject matter expertise support for public agencies planning, designing, and deploying fleet transit & communications management systems, border management systems, and tolling systems. He has led numerous efforts to plan for and integrate emerging technology trends into transit agency systems development efforts.  Don also has extensive experience in reviewing and modifying transit operations and processes to make more effective use of technologies and systems.  Don’s varied experience encompasses a broad range of transit operations, systems planning/engineering, and software development efforts that allow him to oversee and understand multiple project areas during the full lifecycle.

Bruce Beaton

He has extensive experience with the AFP/P3 delivery model as both leader of project agreement development and transaction phase activities with Infrastructure Ontario and as Technical Advisor to Infrastructure Ontario and the Ministry of Transportation on multibillion-dollar transportation projects.

Bruce is fully versed in the development of schedules, budgets, resource forecasts, risk matrices and procurement documents. His past and current roles have required leadership of teams of professionals, both internal and external, in the development of complex infrastructure designs, technical specification documents and managing multidisciplinary design teams to deliver high quality designs.
