Kaiping has over 20 years of experience in engineering design of municipal water and wastewater infrastructure projects including proposal development, conceptual design, feasibility studies, preliminary and detailed design, and contract documents preparation; Extensive knowledge and experience in water / wastewater treatment systems, including preliminary, biological, tertiary, biosolids treatment, demineralization and zero liquid discharge (ZLD) treatment processes. Experience in asset management and condition assessment of process mechanical equipment.

Laura Carroll is a registered architect with over 19 years’ experience. She has successfully worked on numerous educational, religious, commercial and historic preservation projects, with an emphasis on PreK-12 educational work. Laura’s ability to understand and meet the needs and goals of her clients and her ability to provide creative design solutions for difficult problems have been invaluable to the success of her projects. Daniel Paolucci is a project manager and professional engineer with a background in mechanical engineering. With over 10 years of experience, Daniel is a tech-savvy and personable leader with consistent success and leadership in the design and construction of large transit and capital projects. Daniel has strong skills in project planning, change control and risk management. Able to manage large and complex projects while maintaining a high team morale and energy, Daniel is a skilled mentor and mediator successful at bringing out the best in his team members.

As Director, Partnerships, Gerry will take a leadership role in the strategic growth of IBI services to governments and the private sector. He brings unique and extensive experience in transportation, ranging from strategic planning, through to the delivery of major programs, and covering design, construction, operations, legislation and ITS services.

Gerry joined IBI from Metrolinx, where he served as Executive Vice President, Program Management. In this role, he ensured that delivery teams had consistent project controls, reporting requirements, resources and management systems to successfully deliver the:

• Capital Program, including the GO Transit expansion
• Toronto subway projects
• Hurontario LRT in Mississauga/Brampton
• Toronto’s Finch West and Eglinton Crosstown LRT

He earned a degree in Civil Engineering from Queens University, which led him to a career at the Ontario Ministry of Transportation in roles of increasing responsibility. These included Chief Engineer/Executive Director and Assistant Deputy Minister, Provincial Highways Management, a role he held until his departure in 2016.

Gerry is currently President of the Transportation Association of Canada (TAC) Foundation. Gerry held various roles within TAC, including President from 2014 to 2016 and was a past Chair of the Chief Engineers Council.

Jacky Lee is an Associate Manager with over eight years of experience. Jacky’s experience spans a wide range of land development projects including Detailed Design assignments, Environmental Compliance, and specialized studies for a variety of clients throughout Ontario. His knowledge obtained from past experience makes him a strong contributor to the overall team. Jacky’s day-to-day role includes project management, planning, preliminary and detailed engineering design, fiscal management, and securing agency approvals.

Jacky’s primary focus has been working on managing projects in the site servicing, stormwater management, water resource, and utilities sectors within municipalities in southwestern Ontario, including design, servicing, grading, stormwater management, hydraulic analysis, cost estimates, Zoning-By-law and Site Plan approvals, permits, utility coordination, tendering and contract administration. With his ambitious and hardworking attitude, Jacky applies his technical experience, rational approach, and strong communication skills to ensure that quality projects are delivered in a timely and cost-effective manner.

Mr. Buchanan has 14 years of experience in complex bridge and retaining wall inspection and design. He has project and inspection program management experience as well as bridge design lead experience on many complex local and interstate bridge projects throughout the Midwest focused mostly in Ohio and Indiana. This experience is both in the traditional design bid build project delivery model as well as extensive design build project deliveries. Mr. Buchanan has designed many types of bridge superstructures and substructures, and he has experience with bridge foundation design, bridge hydraulic design, and roadway design. He has applied his experience to both new designs and rehabilitation designs of existing structures as well as load ratings of existing structures. Mr. Buchanan has expertise in finite element modeling of structures, which has been vital in the evaluation of unique structures that are not easily analyzed by traditional bridge software. He also has significant experience with curved girder design and tall pier design. David prides himself on his personal focus on projects he is involved in to provide the best products for his clients. He has significant experience working for ODOT, The Ohio Turnpike and Infrastructure Commission, INDOT, MDOT and various cities and municipalities throughout Ohio.

Padmabala Venugopal is an Associate – Manager in Systems Engineering with experience in Intelligent Transportation Systems. Ms. Venugopal is involved in all stages of ITS projects including, proposal, scoping, preliminary field assessment, design, acceptance testing, construction support and closeout. In addition to ITS design, Ms. Venugopal is involved various strategic planning and technology assessments projects for various public agencies. Ms. Venugopal has a broad communication systems background, including various physical and higher layer networking protocols. Ms. Venugopal’s experience includes system integration, interoperability, network design, product development, customer support, test plan development and technology standardization efforts.

Michael has over 15 years of progressive experience in the design of various transportation and municipal engineering projects, including design team supervision, preliminary and detailed design, contract administration and inspection. Prior to joining IBI Group, Michael spent four years as the Manager of Design and Approvals at the City of Cambridge where he oversaw the Annual Capital Infrastructure Replacement Program. Michael worked on a wide variety of municipal projects including local residential roads, collector and arterial roadways, downtown core area streetscaping projects, trenchless watermain and sewer rehabilitations and Municipal Class Environmental Assessments. This experience has given him a deep understanding of the challenges faced by municipalities and the ability to truly understand the needs of municipal clients. With this experience he can manage projects in a proactive manner, anticipating challenges and addressing them before they become issues.

Jason is a civil engineer with over 20 years of consulting experience which is largely focused in land development and municipal engineering. He attended Dalhousie University in Halifax, Nova Scotia, and graduated with a Bachelor of Applied Science in Civil Engineering in 1999. He is a licensed member of the Association of Professional Engineers Ontario (PEO) as well as a licensed member of the Board of Professional Engineers of California. Throughout his career, Jason has designed and managed a variety of projects including gas stations, office parks, industrial sites, retail developments, and residential projects of varying size. He has worked with clients such as Toronto Community Housing, Toronto Port Authority, Starbucks, Shell, Chevron, Home Depot, and Toys R Us. He is experienced in site servicing design, grading design, earthwork calculations, and design coordination.

Fayez Shahin is a professional Engineer, Project Management Professional and Certified Public Private Partnership Professional with extensive experience in overseeing the development and delivery of large and complex P3 Rail and Transit Projects. Fayez has more than 20 years of experience in Planning, Design, Implementation and Management of Rail and Transit Projects. He has international experience in successful delivery of Metros, High-Speed Rail, LRT, BRT and Infrastructure Projects. Fayez has an outstanding communication and leadership skills with extensive experience in Alternative Finance and Procurement (AFP). He is also well-versed with AREMA Standards and Guidelines, Metrolinx Design Guidelines and Requirements, Ontario Building Code, TTC Design Manual and other relevant Local and International Codes and Standards.
