Billy has over 19 years of combined experience in Traffic Engineering and ISO 9001:2015 Quality Management Systems.  He leads a group of Transportation, Traffic, and Electrical Engineers, and Quality Management professionals across several IBI Group offices on large LRT/BRT projects, including: HurOntario LRT; Eglinton Crosstown LRT and Tunneling; Scarborough & Yonge North Subway Extension, York Region vivaNext BRT; Mississauga GO BRT; and City of Edmonton Valley Line LRT

Billy is a professional engineer with the Professional Engineers Ontario, a California/Ohio licensed professional Civil and Traffic Engineer, and a certified Professional Traffic Operations Engineer (PTOE).   Billy is an ISO 9001:2015 Quality Management System (QMS) Professional Auditor certificated by the International Register of Certificated Auditors (IRCA) and Chartered Quality Institute (CQI). He is also the Vice Chair of the National mirror committee for ISO/TC 269-Railway Applications under Standards Council of Canada (SCC) and is a member of Transportation Association of Canada (TAC)’s Traffic Operations and Management Standing Committee.
